Question about what command do you need to run for semanage is wrong.

    yum whatprovides /usr/sbin/semanage

policycoreutils-python-2.0.83-19.39.el6.x86_64 : SELinux policy core python utilities
    Repo : base
    Matched from:
    Filename : /usr/sbin/semanage

policycoreutils-python-2.0.83-19.39.el6.x86_64 : SELinux policy core python utilities
    Repo : installed
    Matched from:
    Other : Provides-match: /usr/sbin/semanage

You are right even though I clearly prefer the setroubleshoot-server package.
When installing the setroubleshoot-server package, you get the policycoreutils-python installed (through dependancies). Furthermore, you get the semanage and the seaudit commands, the latter being very useful for debugging SELinux problems.
In addition, I find the setroubleshoot-server name easier to remember than the policycoreutils-python name.
